青岛是个美丽的海滨城市，又是2008年北京奥运会唯一伙伴城市，世界嘱目的奥帆赛将在这里举行。借助奥运会的风帆，举办与之相适宜的节会，对提升城市文化品位，促进经济的发展，带动旅游业的繁荣是难得机遇。李沧区政府从2001年起就着力构思和组织策划这样一个节会。经过五年的实践，从成功地举办四届中国青岛赏花会进而创办青岛民俗文化节，走出了一条整合地方特有民俗文化资源，在政府指导下进行市场化运作的办节会路子。
一、 理清发展思路 找出发展优势
青岛市新的区划之后，为了打造自己的地区文化新形象，各区、市都在打造地域性节会上投入大量的人力和财力，想方设法争夺战略制高点。如四方区的糖球会、市北区的萝卜山会、市南的海洋节……这块旅游文化蛋糕具有十分诱人的魅力！李沧区的优势在哪里？是颇具我们研究和探讨的问题。从传统的地理角度看，新区划以后，李沧区面临着旅游资源零乱破碎的尴尬局面：它的西边有海（胶州湾），但早已被工厂、高速公路和居民住宅区所吞噬；东边有山，却只是崂山西部边缘的一部分，景观资源比较破碎，可以说只有山海之名而难得山海之利。因此，只有另辟蹊径重新组合特有的资源，打造属于自己的优势品牌产品。经过充分的调研论证，我们发现李沧区存在着两大优势，一是腹地广阔，二是古遗址和文物较多。
从第一个优势看，区位东部具有后发优势的土地就大致相当于四方区的面积，而且天然花卉繁多，从明朝以来这里就盛产梨，春天梨花如雪；李村东部有久负盛名的万亩桃园，前崂山区曾举办过桃花节；十梅庵村民承包荒山后，引进栽培了上万株梅花，建成了我国北方最大的梅园；戴家北山的红石壁子发现了数百亩映山红，这是我市市内少有的野生花卉景观。另外还有樱桃花、金银花、花椒花、野芙蓉等等。这些花卉距离居民区比较近，交通比较方便，适合于广大市民在清明前后踏青时节自由观赏，且大部分没有门票之累。针对这一优势，我们创办了“2002年中国青岛赏花会”。
第二个优势是，我区散布着一些上迄商周，下至民初的文物建筑，在过去的社会动乱中都遭到不同程度的破坏，这是种地方文化负担，但只要处理得当就可以化腐朽为神奇，为发展旅游事业锦上添花。
二、 挖掘历史文化 整合文化资源
赏花会是一项文化活动，它有三个层次，第一，是传统意义上的赏花踏青活动；第二，是一种以赏花为背景和载体的群众参与性文化活动；第三，是一种揭示地方文化传统拉动旅游经济发展的文化手段。它既着重于经济效益，更着重于社会效益，所以要在历史文化上下功夫。
在李沧区内，有三千年前商周时期东夷人留下来的三处遗址（即十梅庵“古城顶”遗址、杨戈庄遗址、上王埠遗址），有几经废弃挪用的道教建筑明真观，有历经沧桑被勉强保留下来的大枣园村王氏功名牌坊，有上世纪30年代就被列为青岛十大景观之一的于家下河村于仙姑塔，有清朝维新思想家康有为的原葬墓，还有玄阳观（竹子庵）、三清洞等等。
据此，区政府实施了文物保护工程，在上级有关部门的帮助下，拨款490万元修复了明真观，另拨专款修复大枣园牌坊、于家下河村仙姑塔，同时对“古城顶”商周时期东夷人的遗址进行了保护和发掘。
我们请有关学者对这些文物所能体现的思想内容进行扬弃，寻找出比较科学的、民主的、人性化的东西。如对明真观，主要通过宗教设施的兴衰体现历史的变化，特别是日寇侵华战争中对宗教设施的破坏，激发人民的爱国心。对于家下河的仙姑塔，则是剔除其封建迷信的糟粕，体现于更姑娘反抗封建包办婚姻的悲剧色彩。对“古城顶”，主要突出它作为商周时期东夷人遗址在青岛市内的史学价值。对大枣园王氏牌坊，主要宣扬王氏家族重视教育和传说中的的王懿刚直不阿的品格。对康有为，主要彰显其在现代维新思想史上的思想家地位。
同时，加大花卉资源的开发，在毕家上流村的百果山风景区引进高科技的睡莲、荷花，形成集观赏、科研、食品为一体的现代农业产业。现在这里种植着睡莲180多个品种，荷花580多个品种，其它水生植物260多个品种，是目前国内睡莲、荷花品种最多，最全的地方。2002年它又通过遗传基因培养出10个耐旱睡莲品种，拥有自主知识产权。在已成规模的基础上，2005年举办了全国第九届荷花展，取得了巨大的成功。在这个基础上，在毕家上流的百果山风景区开辟了三条樱桃沟，在赏花后可以品尝到第一道天然水果。据此，又在李沧区境内初步开辟了两条旅游线路。
三、 重在群众参与，举办文化活动
我们举办节会就是要人民群众共尝改革开发带来的成果，共享经济繁荣带来的欢乐，群众性的文化活动在赏花会中兴起，毕家上流村和兴华路社区、东小庄社区的锣鼓队，少儿中心的艺术节目，老年模特儿表演队的风采，朝鲜族舞蹈艺术团的演出都在节日期间得到了充分的展示。
由于节会的强劲拉动，赏花的文章也越做越大，人们驾车或徒步前来赏花，充满了现代化城市里难得的野趣。特别是组委会组织发起的两届登山赏花游活动，内容为登戴家山，探三清洞、观映山红，观千年银杏树，访竹子庵，听传说故事，请参与者为景区的建设提意见。每年的登山人数在千人以上，这暨丰富了登山活动的内容，又宣传了我区新的景观景点。
四、 总结经验继续探索，做大做强民俗品牌
因为城市化进程的推进，我区的自然花卉资源在逐渐萎缩，迫使我们不得不开辟新的门径，寻找新的节会亮点。2006年，李沧区委、区政府在总结前几届成功举办赏花会经验的基础上，从继续做大民俗品牌入手，推出了青岛民俗文化节，节会的名称定为“2006年中国青岛赏花会暨首届青岛民俗文化节”，推介出李村文化大集、“够级”扑克擂台赛、明真观民俗文化周三项民俗活动。第一项的目的在于从传统百年大集中找到一个办节会的载体为主会场，以现代文化理念包装传统的商业集市；第二项的目的在于推介地方特色的文化品牌；第三项的目的在于为恢复明真观庙会做准备。
四月八日，开幕式在李村文化广场隆重开幕。这次由中央电视台《 梨园擂台》栏目参与的开幕式演员阵营有200多人，地方戏曲名家众多，在青岛造成非常大的轰动效用。由我区冠名的节目第一次分上下两集向全国播出，扩大了我区的知名度。
在长达四个小时的文艺节目演出中，会场内秩序井然，观众自觉地遵守纪律，没人中途退场，体现了我区人民群众良好的精神风貌，得到中央电视台和新闻媒体的广泛称赞。他们说，我们走遍全国，没有见过这么文明的观众，这是李沧区多年来三个文明建设的结果，在高倡社会主义荣辱观的今天确为楷模。
李村大集初载于明朝万历年间《即墨县志》，德占青岛后是城乡经济的结合点，也是中西文化的融合部，百年之间积淀了丰富的民俗文化底蕴。组委会划出308国道大桥以西12000平方米的面积对外招商，吸引了来自全国各地的100多个商业摊点。集会共7天，包括一头一尾两个集日，入市的有花鸟奇石根雕、文物图书、小工艺品、地方特色小吃，并有各种民间才艺展示。人气旺盛，气氛热闹，取得了很好的经济效益和社会效益。
在大集的商业摊位东侧，组委会搭建露天舞台进行地方戏曲天天演，剧种剧目有茂腔《罗衫记》、柳腔《赵美荣观灯》、吕剧《墙头记》，附近居民为久违的传统戏曲所吸引，每天在开幕前一个多小时就排满了凳子，观众达上千人，许多老人都感慨地说，这次真是重现了李村大集的早年风光！

此次“一会一节”引起轰动最大的是全国首届“够级”扑克擂台赛。“够级”扑克游戏发源于上世纪60年代我区的沧口广场。牌局的规则体现了当代中国人的思想情怀，因其特有的团队精神及民主追求，还有不适宜赌博的特点，在半个世纪中很快传遍全国，并远播海外，这是我区的一笔文化财富。组委会推出此项目，近期目标是让“够级”“认祖归宗”，澄清一段时间以来人们对于其发源地的模糊认识，长期目标是打造出一个李沧民俗的文化品牌。
消息传出后，全国数十家报刊、电视、广播电台进行了转载，互联网上一时议论风起，支持者众。联众网站因此进行了征文活动。山东卫视首先进行了采访报道，有十三个城市的热心观众打来电话表示支持。青岛电视台《新闻60分》观众互动栏目中，当场支持率就高达85％。《中国文化报》发表了专门的文章。4月16日中午，中央电视台播发了长达四分钟的重要新闻，香港《大公报》也进行了报道。此活动激发了市民保护非物质文化遗产的热情，消除了对“够级”发源地的认识岐义，取得了重大成功。
明真观位于李沧西部的沧口地段，是一个历史文化景点，重开传统的农历四月初八庙会有着坚实的基础。明真观修复后，在此举办了两届民俗文化周。组委会与市民俗协会联合举办了灯谜竞猜活动。由东海劳山鼓乐团道教音乐在观内进行了经典道教音乐演奏，500多名观众欣赏了独具风格的宗教音乐。
民俗文化节的戏曲演出主要集中在地方戏上，即茂腔、柳腔、吕剧，所演出的剧目也都是传统剧目。为了把节会办好，我们选择在李村大集和沧口广场下午分别演出，节日期间每天都有演出，受到群众的热烈欢迎。同时，每天晚上，永乐影城在市区放映电影，请群众在露天自由观看，极大地丰富了人民的生活。
“一节一会”是一项系统工程，它所表现的不仅仅是文化，拉动的也不仅仅是经济，最主要的是提高了市民的文化素质和文明水平，2003年《青岛晚报》报道，在虎山体育场的开幕式过后，清场时仅见到两个矿泉水瓶。在我们所组织的五项大型开幕式、五项闭幕式，50多项大型群众文化活动中，组织严密，指挥得当，群众自觉守纪律，没有发生任何刑事案件。我们的节会从举办赏花会开始，到与青岛民俗文化节联袂，走了一条深化和挖掘地方特有民俗资源的道路，提升了李沧区的文明度和美誉度，也为子孙积累一笔精神文化财富。
总结五年来的经验，我们认为有以下几条值得重视。
第一、节会要立足于当地的特有资源，特别是在挖掘自有民俗文化资源上下功夫，使其不但有深度，而且还要有广度，使之可持续性地发展。
第二、节会要特别注重群众性的参与，让人民群众在节日中享受愉悦快乐，这样才能得到群众的支持，才有群众基础和发展动力。
第三、要因时而变，因势而变，不断总结经验，创新、提高，主动寻找出新的热点和发掘新的题材，使节会的节目常出常新。
第四、培养一支高素质的办节会的专家队伍，形成一个熟悉各种节会市场的专业团队，可以大大地节省信息费用和管理成本，也有利于节会本身的可持续性发展。
第五、在市场化运作上不断地探讨，走出一条在政府主导下靠市场化运作的自我发展，自我约束的办节会路子，这是一个不断深入的课题。
